| Abstract: | This chapter deals with three important components of development planning which are lacking in Sabah. The first is concerned with the process of development planning. The second is on a theory of economic development. And, the third on how plans and theories can be translated into action. The theoretical framework is all important because the thrust of the development plan, the strategy for economic development and the type of socio-economic system are largely determined by the planners and policy makers' conception of the theory of economic development. The proposed process of development planning is discussed in the first part of this chapter. This is followed by a brief exposition of a theory of economic development and how the theoretical framework can be translated into implementable strategies. |
