Abstract: Within the context of the main topic, my task is to discuss how human resource development can contribute towards the creation of a developed and industrialized society. The Prime Minister's working paper delivered at the inaugural meeting of the Malaysian Business Council on 28 February 1991 sets out the nine challenges which are taken as given and are not discussed per se. This paper concentrates on the education and training implications of these challenges in so far as the objectives of Vision 2020 are to be achieved. The discussion is divided into five parts.
