Abstract: A paper such as this, before an audience such as this, should make certain things clear from the start. First, and as always, it has to be stated that the Insitutue of Strategic and International Studies does not as a matter of strict policy express any official views and insitututionally advocates no policies. The views expressed by all ISIS staff are therefore, as always, entirely their own personal views. Second, there should be no doubt that values are extremely important. They are a core component of culture, which is the software of any society, which determines whether and how a system "ticks" -- or does not.
