| Abstract: | For someone like myself who was in academic life for a short spell and left it for already ten years, it is appropriate to state at the beginning that my presentation contains no footnote from learned journals or personal first hand research. My Way to follow the title of the famous Frank Sinatra song - has been one of a bureaucrat: I cannot even claim the comparatively more flamboyant title of a technocrat. However, even if I appear largely to state the obvious, I still value comments - even critical comments during the discussion time about what I am going to say on industrial development since the New Economic Policy. |
