Abstract: Malaysia embarks upon a new era in economic and national development with the launching of the Second Outline Perspective Plan (SOPP) and the Sixth Malaysian Plan ( MP) in 1991. The National Development Policy (NDP), the successor policy of the New Economic Policy (NEP) implemented during the two preceding decades was formulated after taking into account the views and representations of nearly all representative bodies through the National Economic Consultative Council (NECC).
