Abstract: Public services delivered effectively and efficiently contribute to the well-being and stability of political institutions. The recipients of services or goods whether in the form of transport or communication facilities, relief or educational services respond positively to the quality, timeliness and adequacy of the services or goods rendered. Consequently, part and parcel of the accountability of public institutions or government agencies is the effective delivery of such goods or services and regular reporting accomplishments. To test the satisfaction of the constituents or beneficiaries, surveys by independent research organizations often undertaken either upon request of the government agencies themselves or by academic institutions, or by private initiatives. Surveys are quite expensive and may not be available when needed. Thus, institutionalizing an evaluation of performance entail time, money and effort.
