Abstract: This paper presents background information on land use patterns in the coastal provinces and municipalities adjoin- ing Lingayen Gulf. Geographic, climatic, hydrogeologic and related information are also presented, based on unpub- lished data and studies available in the files of the Ilocos Regional Development Council-National Economic Develop- ment Authority (IRDC-NEDA Region I), as collated from the various local units and regional offices of government agencies in the area. Development concerns and relevant recommendations identified center around water quality, con- flicting resource use, socioeconomic and cultural and institutional/legal issues.
