Abstract: Until recently, the idea of Pan-Pacific co-operation was at best an abstraction. Starting with proposals generated in Japan in the mid-1960s, and continuing through the most recent Pacific Economic Co-operation Conference (PECC) in Bali in 1983, the search for a workable formula for Pacific co-operation has been continuous. It has also been uneven. Although the process now under way has yet to be consolidated, the fact that this group is assembled today to discuss 'Scenarios and pathways towards greater Pan-Pacific co-operation', is an indication of how far the Pacific process has moved towards becoming a reality.
