Abstract: To begin with two appreciations of Asian nationalism. Referring Viceroy of India, stated in 1888: "...it must be admitted that, out of a population of two hundred millions, there are only a very few thousands who may be considered to possess adequate qualifications for taking an intelligent view even of that portion of local public affairs with which peculiar circumstances or their individual position may have rendered them conversant, while those who may be credited with capacity for comprehending or dealing advantageously with the larger problems which are being presented from day to day to the consideration of the Government would have to be counted rather by tens than by hundreds". A summary of the above ran as follows: "...this infinitesimal and only partially qualified fraction of the people of India..."
