Abstract: The world state which H.G. Wells in his Outline of History regarded as in-evitable and desirable seems rather further away than it seemed in his day. Far from it, even the nation. States whose number more than tripled over the past 30 years find it difficult to maintain domestic order while adapting to scientific and technological, economic and political changes affecting the daily life of their citizens. And much less have they been capable of organizing world order and a system of rules which would allow them to solve their disputes without the use of force.
