Abstract: This research represents the result of new finding on 2 new theories. The result of new finding is Kaffah approach in Islamic Economics. These approach came from new theories: I. System Dynamics method by case of Sukuk comparison, 2. Sinlammim method by case of number amount. Comprehensive conclusion resulted on System Dynamics method is the value Indonesia Sukuk (IS) in year 20 15 would higher than the value of Malaysia Sukuk {MS) (Roikhan Mochamad Aziz, The Sukuk Modeling in Indonesia and Malaysia on System Dynamics Method. Although during year 2002-2006 as the beginning of IS development (Bapepam LK Decree, Kep-386/BU2007) the market capitalization is very low than MS (Securities Commissions, Quarterly Report, Kuala Lumpur, SC, 2007). IS policy analysis can be effected by sensitivity of Bank Indonesia Certificate (SBI) and their market share, also IS prospect will be reached by structural intervention through tax incentives and Sovereign Sukuk (SBSN) issues (Indonesia Sovereign Act, N o. 19 / 2008).
