Abstract: This study focuses on issues of equality in education in a local rehabilitation center. Specifically, it aimed to: (1) describe the literacy program in Dasmariñas City Jail (DCJ); (2) describe the concerns in program implementation; (3) identify organizational processes affecting program; and (4) provide recommendations in addressing said challenges. Data were triangulated from observations, focus discussions with various stakeholders, and content analyses of manuscripts on the Bureau of Jail Management and Penology (BJMP) and DCJ. The findings revealed that there was discontinuity between the program objectives and the inmates' motives for participation. Second, disruption happened in some inmates who were released prior to the culmination of the program. Lastly, resource constraints that included space, accessibility of materials, and decreasing number of volunteers posed threats on sustainability. Recommendations included structural adjustments in physical facilities, pedagogical alignments, and institutional support.
