Abstract: By Bologna Declaration and eme rging European Higher Education Area (EHEA) European higher education institutions are faced with a new reality as part of a broader higher education globalization process. The Bologna process is seen as the EU's institutional response to increased globalization of higher education. By joining the European Union countries from Central and Eastern Europe have had to undergo a profound institutional transformation. Through the Bologna process public higher education sector in these countries faced a need for a profound strategic transformation necessitated a proper response from public universities.
