Abstract: | The concept of Full Time Equivalence (FTE) as a calculation method is used in the USA and European countries, and OECD data dealing with R&D activities are based on FTE. However, the R&D manpower in Japan is simply represented by the number of researchers. Obviously, the data overestimate R&D activities in Japan, but we first rely on the officially published data for the international comparison of R&D expenditures 1). |
