Abstract: A systematic land use planning plays an important role towards a better environmental resources development. Land being the vital ingredient in any development needs to be properly understood as an essential component in systematic land use planning. Such an understanding is clearly required in any effort towards sustainable land use development. Such requirement is undoubtedly the case in the District of Kubang Pasu where the occurrence of major flooding in the recent years which brought severe damages to an ever growing property sector, much of which is attributed to inadequate drainage leaving many urban areas vulnerable to the surge of storm water following heavy rainfall. As the District pushes towards fulfilling the demand in property sector, environmental problems such as flooding becomes an impediment to environmental sustainability. Social issues such as displacement of traditional villages and the disruptions of economic activities are some of the adverse effect during the 2010 flood in the district. This study examines the extent to which environmental and social issues resulting from flood are incorporated in the land planning agenda in District of Kubang Pasu, Kedah
