Abstract: Information literacy has been identified as among the new emerging competencies for individuals in this age of knowledge-based economy. The concept of information literacy has been widely accepted as key to lifelong learning. Information literacy emphasizes on equipping individuals with the competency to recognize when information is needed and have the ability to locate, evaluate, and use effectively the needed information. This paper will revisit some major information literacy initiatives and highlight their impacts on the development of lifelong learners. Selected information literacy models will also be discussed. The main objective of the paper is to propose a national framework for the implementation of information literacy programs in the Malaysian context. Academic institutions at all levels must play their roles in empowering students to be critical thinkers, active information seekers, and independent learners. The paper posits that effective implementation of information literacy programs requires active participation and collaboration from various stakeholders. Potential issues and challenges will be addressed. The proposed framework would contribute in paving the way towards producing lifelong learners for the nation building through information literacy initiatives.
