dc.description.abstractThis paper wishes to state at the very outset that the existence of the Code of Ethics does not make an occupation a profession or the profession more professional. The difference between codes and legislation is that codes are internally self-designed while legislation is imposed from outside the professional association. The principles inherent in both may be the same but laws are more rigid and enforceable. The Code of Ethics is therefore guidelines for professional conduct, a means of achieving standards of excellence in the performance of professional duties. It is a crucial requisite in the professionalisation process of a profession but its effectiveness is doubtful.en_US
