Let us start with the Vision as propounded in the Prime Minister's paper : "Malaysia : The Way Forward (Vision 2020)". The Vision is summarised in paragraph 4 and 5 while the PM outlined nine central strategic challenges in paragraph 6 to 15 (See Appendix 1). Direct reference to ethics is made in the fourth challenge (paragraph 10). This could well be the foundation upon which the whole edifice of Vision 2020 would stand or fall.en_US
