| dc.description.abstract | This paper attempts to potray the importance of human resource development which is expected to govern manpower productivity and employment elasticity in the provice of Aceh. On average there were positive growth rates for manpower between 1980-91 for all the economic sectors with industry leading the list.However, there were some weeknesses detacted in natural resource-base industries including low level of employment elasticity, the existance of backward linkages, insignificant trickle down effect, enclave and pollution which is passed as externality to the other sectors of the economy. The central government intervention is therefore necessary in order to correct these weeknesses. | en_US |
