dc.description.abstractFor various reasons many industrial investment projects contain built-in flaws which severely limit their economic as distinct from financial viability. Yet Governments depend equally on non-financial factors to ensure that industrialization fulfils its role as an engine of development. The paper suggests some strategic and tactical measures - some sources of economic leverage - for converting potential flaws into positive benefits for the host country.en_US
