dc.description.abstractIn today's world of rapid technological development a considerable amount of research has been devoted to communications and information processing. The use of electronics and the advancement of telecommunications have made it possible for information to be captured, stored and retrieved at such phenomenal speed that access to available data is no longer a major problem. The problem, however, is that the data or information is often not available; or if available, not captured or stored. This paper is not intended to re-emphasize the importance of information or the technological advancements in the areas of communications/information processing but to look at the basic problem of information availability, access and dissemination.en_US
