The breadth of the subject, economic cooperation, The group, requires a more explicit focus for discussion. therefore, decided to discuss organizational and institutional aspects of international cooperation - starting from existing cooperative endeavours in the South East Asian region to amplification of these and possible extension to other Asian countries, other regional groupings, and to Third World countries in general. The group not only decided to emphasize activities which could be developed in the foreseeable future, but also considered possibilities for cooperation on a longer term perspective. As a framework for discussion, it was decided to identify the following aspects of each substantive cooperative effort: 1. the specific activity or subject matter, 2. the purposes or goals of cooperative action, 3. the institutions/organizations necessary, 4. the instrumental variables for bringing about change, and 5. policy recommendationsen_US
