| Abstract: | ASEAN is not the starting point for regional cooperation in Southeast Asia for it has been preceded by several similar efforts. Amongst these were SEATO, primarily a military pact which also undertook social, economic and cultural projects; the Association of Southeast Asia (ASA), limited in membership to Malaya, Philippines and Thailand; Maphilindo which was aimed principally to forestall the differences of opinion which existed between Malaya, Philip- pines and Indonesia over the formation of Malaysia. ASEAN, in so far as it embraces the aims of some of these previous attempts at regional cooperation, is rightly regarded an offspring from the previous efforts. |
