| dc.description.abstract | The most significant change in recent years in relation to ownership has been the change in Government's policy toward ownership. In the past the Government's policy towards ownership was a part and parcel of the general free trade laisse faire economic theory that dominated the British Empire. To put it in a nutshell, ideally the area of individual ownership would expand to the point of the individuals in efficiency.
