| dc.description.abstract | The importance of the bureaucracy as the main instrument for implementing the public sector programmes of the NEP can be gauged by looking at the size of public sector expenditures since 1970. In 1976 public sector expenditures as a proportion of GNP amounted to about 30%, and in absolute terms reached over 10 billion. Not only in size but also the scope of the bureaucracy has changed form one of administritive management of the public services, to the task of managing and operating industrial enterprises. | en_US |
