dc.description.abstractThe group also felt that the concept of "local level" had not been clearly defined. The seminar had the emphasised the "local level" as a geographical entity and as an "administrative unit" but the group felt that the concept needs to be widened to include an understanding of the "social processes' at work. It was felt that it is important to understand these processes before any meaningful attempt could be made to identify the basic needs of the community. In this context, any change in the social structure of the community at the local level should not be seen only in administrative terms.en_US
