Abstract: THE key lesson on development over the last 40 years is that it is a difficult and complex process. The birth of the discipline, development economics, concerned with the wealth and poverty of nations and their peoples in the early post war years, was accompanied by a sense of optimism over the goals of development. The discipline became an active and activist subject with recipes and policy prescriptions on 'how to do it.
