Malaysia aspires to achieve the status of a fully industrialised nation by the year 2020. In order to fulfill this aim, the Malaysian economy is targetted to grow at 7 per cent per annum during OPP2 period, 1991-2000. For the second ten-year between 2001-2010, the economy is expected to accelerate at a faster rate of 8.2 per cent annually; and then slowing down slightly to grow at around 4 per cent over 2010-2020 (Table 1). The Malaysian economy is, by then envisaged to possess the "East Asian" economic model (see MIER, 1991) with the following features: an export-oriented industrial economy, possessing a natural resource base fully integrated into the industrial structure, a technological structure that is fairly autonomous, i.e. one which is not wholly dependent on imported technology, a well developed human capital base, where the required skills and work ethics are self-generating, a thriving private enterprising economy, covering a well-integrated range of small, medium and large scales of operation.en_US
