dc.description.abstractWith an increase in the demand for public recreational areas the need for a proper and comprehensive planning of these areas is both urgent and important. This paper discusses the role of town planners or more specifically the Town and Country Planning Department in the planning process for public outdoor recreational areas. A hierarchy of recreational open spaces was formulated as a set of guiding principles and criteria for the development of recreational areas. A National Recreational Plan, backed by appropriate legislation is suggested. This plan will identify potential areas for the various hierarchy of recreational open spaces nationwide and will spell out the broad strategies for their development.en_US
