dc.description.abstractGlobal efforts to protect the ozone layer have been underway since 1981. The Vienna Convention for the protection of the ozone layer that was signed in March 1985 was an important first step. Whereas the Convention provides a framework for co-operative activities, including the exchange of data on matters related to the ozone layer, no agreement could be reached on specific control measures. Difficult negotiations took place between March 1985 and when the Montreal Protocol was finally signed in September 1987. The difficulties in reaching compromises gave rise to numerous special interest features in this Protocol. In addition, the unusual level of technical expertise which went into the design of the Treaty led to the creation of many precedent setting and innovative technical features. In this paper the author, who played a major role in creating the Protocol, reviews the circumstances that gave rise to this first truly global Treaty to protect the Ozone Layer and analyses and interprets its key features.en_US
