dc.description.abstractThe importance of the discussion on Use and Misuse of Land cannot be over- stressed, since land development for agriculture, forestry and mining forms the key elements of Malaysia's economic activity. Of necessity, analysis and observa- tions must be made on the appraisal of our existing forests, land and mineral resources, optimization of their use, conservation, ecological balance and socio- economic utilisation. All this will have a bearing on the ultimate usage of land. It is agreed that Malaysia is fortunate: its abundant land and natural resources together with a favourable climate constitute a valuable heritage and potential for economic growth and progress. Progress constitutes changes and it is already a dominant feature in this country that considerable changes have been wrought on our evergreen country- side and water courses by the ever increasingly intensive utilisation of our land resources. Changes will take place as the inevitable consequence of economic progress. However, steps must be taken to prevent indiscriminate usage of land and the exploitation of forest and mineral resources so as not to deplete the "great reservoir" of our economy and not to cause irreparable damage to our environ- ment. Everyone appreciates that land administration is a highly complex matter with many varied interests as well as social-political undertones. However, Malaysia now has a unique opportunity to work out a long term plan for the optimum utilisation and conservation of its land resources. There is a need for a balanced and progressive land use policy.en_US
