An Overview of the global geopolitical scenario: some aspects of new security agenda in the post cold war period

Abstract

The main theme of debate in international relations is about war and peace. The questions of what causes war and how to avoid war dominate the debate. Realism sees war as a natural mechanism capable of altering the existing structure of international to a new one. Yet war does not necessarily bring better changes to the existing system. War is used to be the final option when the international environment and system are in the asymmetric and imbalance stage. Peace, furthermore, is a period between the two wars. Peace is a temporary phenomenon for realism, but could act as a means and ends for the liberalism. Peace, for liberalism, could be achieved if there is an equal distribution of power and when states are agreed to be bound by a code of conduct in international diplomacy. In reality, however, states committed to peace only when their national interests are served.
