| Abstract: | Since June 1969, a major objective of the Soviet Union in Asia has been the establishment of a collective security system for Asia. The Secretary-General of the CPSU Leonid Brezhnev on 8 June 1969 at the International Conference of the Communist Parties in Moscow stated, inter alia, "we are of the opinion that the cause of events is also placing on the agenda the task of creating a system of collective security for Asia." The Soviet Union envisaged itself as a major Asian Pacific power and from late 1960's, it began to exert its power in the region. |
