Description: | The inter-relationship between resource governance, resource conflict and its implications for conflict mitigation, restore governance and peace building in Sudan is becoming visible. Of late, concern has been expressed over governance form and regulations related to natural resource governance in the country. Hence, the lack of effective governance, rule of law, and transparency, and also deficiency of effective governance’s institutions is growing critically important as the key understanding to the prevalence or absence of resource conflict at both national and lower levels. Unlike studies, which have focused only on environmental and socio-economic factors as key factors, leading to resource conflict in Sudan, the present study, focuses on the examining of factors state and governance forms and their linkages with resource governance, regulations and conflict, arguing that weak governance system, inefficient institutions and regulations related to natural resource management have resulted in poor resource governance that leads to prolonging conflict over resources, especially minerals and their generated revenue in the country. Practically, the purpose of this study is to determine structural and functional factors that caused natural resources such as oil and wealth generated from these resources to contribute to political turmoil in Sudan. The study therefore, aims to: first, clarify the link between centralized, corrupt regime system and prevailing of conflict and the development of secession trends in the country. Secondly, examine how business corruption undermines corporations’ involvement in community development where they existed. Finally, explore how the devolution transformation is a prerequisite to the settlement of conflict in Sudan. These objectives were addressed through the use of the unobtrusive technique to consider relevant data from government, non-government documents, books and articles as well as individual interviews for the purpose of verifying gathered data through triangulation process, whereas, content analysis was used to analyze these data. Once documents and interviews were interpreted, the analysis showed that relationship between natural resources (i.e. oil) and conflict in Sudan is essentially a governance issue that resulted from the centralized nature of the regime, poor institutions, and regulations that are responsible for resource governance; in addition to political and business corruption which undermine fair distribution of minerals revenue, contributes to fuel conflict and undermine corporations’ involvement in community development projects in the country’s peripheries. Therefore, devolution system developed from security governance reform that gives priority to resource security is critical to the sharing of wealth and power among the entire regions and their people. Moreover, founding of strong, legal Public-Private Partnership PPP is also critically important to improve government efficiency and responsiveness on the delivery of services and sustain peace in troubled Sudan, through the involvement of corporations in community development projects at the community level. These entire factors, will develop resource governance, enhance regional equity, and alleviate major political and economic factors which drive the tense situation in the country.,Ph.D. |
