Description: Organisations particularly corporate and government had comprehend the importance of investing on their own resources either in human capital, internal resources or others in order to gain better benefits and win a competitive advantage in current competitive setting. Therefore one of the important factors which bring the organisations to a higher level of success and competitiveness is managing internal knowledge as valuable assets. As such for organisation to go to the next level, application of knowledge management (KM) is required. Based on analysis conducted, it was found that KM has been implemented especially in the private or corporate sector. Having that said, this is contrary to higher learning institution (HLI). Further analysis on HLIs environment had revealed that most HLI failed to fully utilise the KM system application. Further examination based on extensive literature review and interviews with stakeholders clearly shown that current KM systems used in HLIs are not being fully capitalised. Analysis conducted shows there are issues pertaining to KM system design and knowledge representation. In brief current KM framework and existing systems have issues such as poor handling of user needs, difficulties in transmitting stored information inside human brains into accessible form, and hurdles in reaching out the experts and expertise in one platform. All these issue leads to lack of user satisfaction and thus low usage of the existing KM systems. As such this study aims to address these issues by proposing a new framework for KM in HLI. In developing the framework, existing theories and literatures are examined as they form the foundation to KM system. The new KM framework incorporated new value-added components, in addition to core components that all together, if fully utilised, will lead to better KM system development. Panel of experts were consulted to validate the proposed framework, to ensure its validity. The experts confirmed the KM frameworks applicability and practicality. A prototype system was developed as a proof of concept for the new KM framework. Rapid Application Development methodology aligned with co-creation method, which focuses on users values incorporation, were adopted for KM system development. The prototype system developed was tested among the potential users and the results showed a common agreement of the system efficiency and effectiveness, in addition to values gained through using the different features of the system. Based on the results obtained the framework developed can then be used as a platform to design KM application within organisations, HLIs in particular.
