Title: Improving Management System Practices Through The Implementation Of An Appropriate Quality Culture In Libyan Industrial Companies

Description: Libyan industrial companies face many challenges in today's competitive market. Quality management culture approaches is one of these challenges which may furnish the road to the Libyan industrial companies to effectively empower their employees and improve their ability to respond to the international competition. The primary objectives of this research are to investigate the current status of quality management systems in Libyan industrial companies, and current status of both national and organisational culture variables, with careful attention is given to the obstacles and barriers facing companies from QMS implementation. Inline with the results of the investigation, a practical approach to guide Libyan industrial companies toward successful QMS implementation is developed through the design and validation of a QMS framework. A comprehensive questionnaire is developed to investigate the current status of national culture, organisational culture, the quality management activities, and the MBNQA variables. A total of 311 copies were distributed across the targeted companies, and are handed to different management levels in Libyan industrial companies. Face-to-face interviews were then conducted in ten selected companies to investigate managers opinions regarding the culture variables and issues related to QMS activities in Libyan industrial companies. The author found that Libyan industrial culture is not combatable and will not support QMS implementation. It is also found that top management is not committed towards QMS implementation, and 80 percent of the companies surveyed do not have a QMS program. The leadership, customer and market focus, human resource focus, and measurements analysis and knowledge management are rated close to neutral, which indicate that the companies may have started quality journey, however they are well behind in practicing QMS. Based on the above mentioned findings, a QMS framework along with implementation flowchart and self-assessment questionnaire are designed, and have been validated with Malaysian manufacturing managers, Libyan quality experts, and through six months implementation in five Libyan industrial companies. Through this period, three assessments are recorded and analysed to evaluate the changes of QMS adoption status. Results of the prior to implementation assessment indicate that all participated companies scored less than 50 percent on all seven MBNQA elements and on overall MBNQA scales. These indications show that these companies are not QMS companies, and the QMS approach maybe deployed but still in the early stages of deployment. After six months of implementation, results indicate that all five participated companies improved their quality elements with varying degrees. Three out of the five participated companies scored more than 50 percent on the total accumulated MBNQA scales. These three companies accomplished more than 50 percent on six of the seven MBNQA elements, except the fact that two out of these three companies did not achieve that level for leadership variable, which indicate the need to pay more attention on leadership variable in these two companies to improve their quality adoption status. The other two companies achieved less than 40 percent on all seven MBNQA elements and on overall MBNQA scale, which considered them initiators in QMS deployment, and need more time for improvement.
