Description: The expansions of global population, increasing water demand, along with recent climate changes and scarceness of natural water sources, have caused the increment need of seawater desalination worldwide. Much attention has been paid in the water desalination literature to optimize the unit processes of a single desalination plant and its operations. However, there are few research considered evaluating the desalination supply chain as a whole. Examining the water desalination process as a supply chain allows decision makers to evaluate the performance of water desalination operations end to end. This also makes it possible to utilize supply chain theories, frameworks, and existing supply chain standards for performance measurement to enhance the overall efficiency. Thus, the purpose of this research is to develop a performance measurement framework (PMF) for water desalination supply chain. The research methodology integrates the literature analysis together with the knowledge extracted from experts using Delphi technique, and the analytic hierarchy process (AHP) to determine the relative weights of each performance criterion and metric. The Delphi technique involves a panel of 13 experts from both academic and industrial aspects to refine the proposed framework. A consensus has been reached after two rounds of survey. Then, a case study was carried out at two desalination projects in Saudi Arabia to examine the applicability of the developed framework. The case study was further validated using data triangulation approach which entails the use of interviews, observations, and secondary data analysis. The outcomes from the case study demonstrate the validity of the proposed PMF. Thus, companies can measure their water desalination supply chain (WDSC) performance based on the developed framework. Ten managers from the WDSC case have participated in the study to prioritize the PMF criteria and metrics using AHP technique. The results of AHP indicate that financial perspective (0.438) was the most important criteria, followed by customer (0.352), internal processes (0.139) and environmental perspective (0.071). Profitability, quality of supplied water, water storage and distribution, and airborne emissions are the most important performance criteria. For performance metrics level, internal rate of return, customer satisfaction, safety awareness, water losses, pH level, training budget, energy recovery, energy cost are the most important metrics. The overall score value of the WDSC case performance was 81.2 %. The customer perspective (90.9 %) received the highest score in the WDSC case among the other perspective followed by environmental perspective (85.5 %), internal processes perspective (77.8 %), and financial perspective (73.2 %). In this study, a structured PMF tailored for the WDSC has been developed. The presented PMF is capable in assisting the decision makers to better understand, evaluate and enhance the performance of their WDSC.,Ph.D.
