Description: | Public agencies rely on records to support daily business activity, facilitate the decision making and formulating policy. Information system and records management systems have been developed to enable the support of these processes. However managing sensitive information throughout record’s lifecycle has become a significantly critical. The current approach is not able to manage the record’s lifecycle efficiently. Moreover, the existing studies show that the Electronic Record Management Systems (ERMSs) have not been developed properly. According to the reviews, in order to have an efficient ERMS, the systems should have a proper development based on three important elements. The elements are: a complete electronic records life cycle (creation, dissemination, maintenance and disposal phase); metadata for the records; and guidelines for each phase. The aim of this study is to analyze these three elements in details. There are different metadata standards which address the needs for different communities. Dublin Core, PREMIS, AGRKM and ISO 15489 are the most common metadata standards. These standards focus mostly on preservation and maintenance phase but does not consider disposal phase. The proposed metadata element is the integration of different metadata standards that document complete lifecycle. Therefore, this study proposes a framework for developing ERMS that consists of these three elements. The framework is developed based on Zachman framework as a foundation. The Data, Time and Function aspect from Designer’s point of view are used to design the framework. The methodology for this study consists of five phases: planning, analysis, designing and development, and verification of the framework. The proposed framework is then verified by domain experts in this field. A prototype of ERMS is then developed to proof that the proposed framework can be used as a reference to develop the ERMS. The Ministry of Communication and Information Technology (MCIT), Afghanistan is used as a case study to develop the prototype. The finding reveals that the proposed framework could become a reference for an efficient management of electronic records.,Master of Information Technology |
