For a number of years, Thai public universities have used a variety of performance measurement models. Different models served different purposes in assessing Thai public university performance. However, it was found that no models successfully provided sufficient performance measures to measure the four excellent performance characteristics in terms of the following: I) revenue-raising capacity, 2) university missions, 3) entrepreneurship in education, and 4) iternationalisation. In the development of the study's model, seven first-order hypothesised models were postulated and statistically tested using confirmatory factor analysis (CF A) to investigate relations between sets of observed non-financial and financial variables and factors of the four performance characteristics. The assessment of each one was developed based on the value for money approach in terms of economy, efficiency, effectiveness, and quality. The study found that the amalgamation of the four performance characteristics can be appropriately used to assess Thai public university performance.en_US
