Description:	Tourism has been an important economic element for developing countries, including Malaysia. Having a mixture of historical and modern aspects, tropical climate, variety of plants and animal species and several natural sightseeing sites have encouraged tourists coming to Malaysia in recent years. Diversity of races, cultures, religions and variety of heritage sites have been added to the Malaysian advantages. Heritage cities especially Melaka hosted huge number of tourists. Melaka's rich and ancient historical background was the reason why UNESCO nominated this city as a heritage city. Melaka's heritage sites and attractions, a long river winding its way through the city, and short distances between, Kuala Lumpur and Melaka are other reasons why this topic was chosen for this thesis. One of the objectives of this study is to stress Melaka River as a potential tourism market. Other objectives are to create awareness among government and NGO groups, aimed at encouraging them to pay more attention to Melaka, creating more tourism facilities and establishing necessary tourism laws and regulations. Majority of sources in this research are books, thesis and articles in various libraries and government agencies. The study also involves getting help from statistical reports and proposals. The suggestions of revising Melaka River development and various tourist facilities enhancements, such as hotels and heritage sites, are based on direct observation and comparison with other countries' models. Various heritage sites were illustrated and visitors of facilities have been interviewed. The study mentions the role of Straits of Melaka in widespread trading of this ancient kingdom. Then it explains the impressive role of Melaka's history in its powerful sovereignty in the golden era, and the fall of Melaka. The issues, dilemmas and attention on advantages and disadvantages of heritage development are discussed. Among the requirements and circumstances for development sustainability such as knowledge and understanding, shared values, roles and responsibilities, benefits and opportunities, empowerment of corporate social responsibility, financial resources, commitment of human resources, strong leadership, collaboration, finding the suitable local desires, making atmosphere of sites interesting, considering quality and authenticity and preservation have been discussed.
