Technology assesment, development and management project, Malaysia

Abstract

1. This is the draft final report of a technical assistance project provided for the Government of Malaysia (GOM) and funded by the Asian Development Bank (ADB). The main objective has been to upgrade and enhance the science and technology assessment, development and management capabilities of the Ministry of Science, Technology and Environment (MOSTE) and four selected government research and development institutions. The project has been undertaken in the seven months between May and December 1989 with a total consulting staff input of 19 man months. The full terms of reference for the study are reproduced in section 1.2 of Supporting Papers, the second volume, of this report.

2 . A consistent concern throughout the project has related to the contribution of science and technology to Malaysia's economic development in general and its industrial development in particular. In the first part of the project this concern was aired in terms of the broad framework within which science and technology (S&T) policies and programmes are developed. While in the second part a much greater emphasis has been placed on the development of programmes of action and of investment to achieve the recommended upgrading strategies.
