dc.description.abstractCommunity development in Malaysia has been actively propagated through various programmes and projects since the early 1970s. Its underlying philosophy has always been community self-reliance (Berdikari). Community development efforts of the government inscribed in the Second and Third Malaysia Plans, ride in tandem with plans for economic development. Programmes for the redressal of poverty and the improvement in the quality of life of the poor, also call for the full involvement of local communities. Indeed the concept of development as human development with the satisfaction of man's basic needs as its primary goal, although not explicitly expressed, has always been intrinsic in the development plans of the government.en_US
