dc.description.abstractStudying the health services in Malaysia gives one the impression of a water hose being dragged around a large field. The hose never seems to be reaching the distant thirsty plants but disconcertingly so, always appears to be bursting at the pipes where the grass grows lush and green. An attempt is made to use a bucket, but this time and labour intensive method makes the carrier groan under the weight and buckle under the feet.en_US
