The need to switch to a basic needs approach in development

Abstract

Up to a few years ago, policy makers and academics almost unanimously agreed that the best criteria for national success was the level of the Gross National Product and the rate of economic growth. Despite two (and now almost three) Development Decades, and modestly high rates of growth by many developing countries, the world is no nearer to solving its poverty problem.
