Abstract: | A review of the Montreal Protocol measures requires an appraisal of the costs of substitution of CFCs and halons, and the benefits of avoiding ozone depletion. North America, Europe and Japan are responsible for approximately 80% of the total consumption of controlled chemicals. The per capita consumption in developed economies is in many cases more than ten times the per capita consumption in most developing countries. Econonic implications have to be considered in the context of developed and developing economies separately. |
