dc.description.abstractWe are meeting at the capital city of Malaysia under an atmosphere of bright hope and auspicious circumstances. We rejoice at the UNESCO's keen interest as well as its sympathetic response to our indigenous project we all accept this an ominious birth sign. It was here where SARBICA saw its birth not too long ago in July 1968. I remember vividly on that histeric occasion the idea of setting up the Institute of Archival Science for South- east Asia was first conceived. The proposed Institute for Archival Science for Southeast Asia has, since then, been much in our minds, however, its formal establishment still remains for all of us to be a great challenge. Our firm conviction, then and as it is now, is that the proposal Institute of Archival Science for Southeast Asia can play a significant role in the development of the region. This is our strong justifi- cation at these crucial times of our existence as a young, budding organization in the Southeast Asian realm.en_US
