The voices of the peoples of Sarawak appear to be heard through the ballot in the regular federal and state elections. This paper analyses the promises of economic development for Sarawak as effected by Malaysian federalism since 1963. It relates trends in economic growth, stability and equity to federal and state government finances. It examines the effects of federal-state relations and certain government policies on socio-economic conditions. Finally, it explores the effectiveness of the Malaysian federal system in meeting the needs of the peoples.en_US
