dc.description.abstractComparing policies does not mean only comparing policy papers, but more importantly as to how successfully they have been or are being implemented, and through which kind of strategies? No country has so far solved its housing problem. There are both successes and failures in formulating and implementing shelter strategies by various countries. Learning from these successes and failures may assist in the formulation of more realistic and therefore more easily implementable shelter strategies.-
