Abstract: | First, I want to underscore some difficulties in discussing the Indochina conflict and Dr. William Elliot's paper. One problem has to do with the paucity of besic data and preponderance of opinions about what exactly is going on in Indochina perticularly in Cambodia. If I knew enough, my response to Dr. Elliot's paper would be more extensive. The other difficulty has to do with the problem of the referent. Are our proposed solutions in the interest of all the parties involved or only for certain specific parties? Since we may not agree on this issue, I will just address myself only to Dr. Eliot's paper and his framework of analysis. |
