Abstract: China and ASEAN aim to enhance secure strategic cooperation in economic security and political integration, Under the situation of globalization, they want to cool down the conflict of territory, regional and racial issues, every country would like to enhance the military coalition in Asia-Pacific region. This paper try to explain what happen after the financial crisis in late of the 21 st century, China and ASEAN have understood the importance of economic development, "ASEAN+3" and "ASEAN+1" were held in 1997 and 2001, AFTA will be built in 2002. ASEAN member states want to dominate the controversial issues include South China Sea dispute, and build the multi-lateral secure mechanism. Having founded in 1994, the ARF (ASEAN Regional Forum) aim to promote regional peace and stability through the security of first and second tracks multilateral secure dialogues and meetings. "Boao Forum for Asia" was founded in Feb.2001, its permanent secretariat built in Hainan Province. The host PRC had invited all the ASEAN member states, PRC had demonstrated the ambitious to dominate the Asian political and economic regime. Instead of the passive style. This paper analyse how China currently take active and aggressive behavior to affiliate the Asian neighbor countries especially ASEAN. The two objectives of PRC: one is to balance with the U.S.-Japan containment, the other is to maintain the competitive relationship between NAITA and EU FTA, "CHINA-ASEAN" Free Trade Area aim to keep the balance to the triangle relationship among NAFTA and EU FTA in the new century. The secure relationship between China and ASEAN in the early 21st century will be from hostile competition to regional integration.
